About The Authors 

Michael S. Richmond
Michael S. Richmond has been a member of the New Jersey Bar for more than 40 years. For 25 of those years he served as a Municipal Prosecutor in several central New Jersey municipalities. Some of these courts were high volume, multi-judge courts while others served small communities. During this time Mr. Richmond also served as a Municipal Public Defender. This period saw great changes in the legal practice in Municipal Courts. Plea bargaining was allowed for many violations. A whole new criminal code was enacted as Title 2C. The Driving While Intoxicated law was amended several times. Mr. Richmond tried several hundred cases for the prosecution.

After his service as a Municipal Prosecutor, Mr. Richmond served as trial counsel for one of the most active municipal court defense offices in the state. In this capacity he tried several hundred DWI cases for the defense.

Mr. Richmond has presented numerous seminar and panel discussions on municipal court issues, including participation in the Municipal Judges Conference.

Currently, Mr. Richmond is a sole practitioner in East Brunswick and South Brunswick. He is teaching courses in courtroom testimony and Municipal Court practice.

Keith J. Burns
Keith J. Burns was a solo practitioner in Woodbridge, N.J. He had served eight years as an East Brunswick Municipal Prosecutor. Mr. Burns passed away in June 2011.

When you purchase "Online Access Only", such online access will expire one year from the date of purchase.

Access to that online treatise by other individuals using the login name of the registered user is prohibited, and will result in the loss of the registered user's license for online access.
